It's more of a case of what it doesn't do, and that is "hold the gas in solution". So as the container is used Co2 will leave the Lager causing it to taste flat towards the bottom of the container.

Recently the Becks Vier has been pouring with a ridiculously large amount of head. We run the Becks off of CO2 and the other two lagers, Stella and Staropramen, off a 60/40 mix. Is it worth trying the Becks with 60/40 or is there another solution?
Firstly, provided your beer line is clean, the keg of Becks is being sold within at most a week, all cooling systems and gas pressures are correct, then you should not have a problem. The gas of choice for lagers is always CO2. Mixed gas 60/40 can be used with good results. Because of the reduced amount of CO2 in the mixed gas it can in some circumstances prevent fobbing. So if all dispense factors are within spec then maybe you should try mixed gas.

Just started working full-time in a pub. The lady who showed me how to change the kegs didn't tell me to switch off the gas first. Just hold the lever handles up when taking them off the old kegs and then push them back down onto the new kegs. And then turn the things on the plastic bit on the wall!! Is this the correct way?!! I'm worried it isn't cos when I tried to change Belhaven Best today it sprayed all over me!!! Help!
Best practice is to turn off the gas when changing a keg. This will help prevent what happened to you but you should also lift the handle up fully because there will still be some gas left in the line.

When you say one is connected do you mean "in use"? There should be a shut off valve to switch off the supply of gas to each gas pump. However if you mean you have one gas regulator feeding two gas pumps then you should call tech services to isolate the pump that isn't in use. If not you could get an airlock in that pump and it will keep pumping till the gas bottle is empty.

No,you should not hear hissing from your gas cylinder. There may be a slight noise if the cylinder is in use and your dispense equipment is being used. This is just the sound of the valve allowing gas to replenish tthe kegs that are in use.
If the gas bottle is full and not connected and the top valve on the cylinder is properly closed and hissing can be heard then probablly the cylinder is faulty. Put it to one side in a well ventilated area and contact your supplier for a replacement. If the cylinder is connected to your gas system and hissing can be heard then quite possibly the washer that fits on the high pressure hose gas connection or the main reducing valve if it is the type that fits directly on to the gas cylinder may be damaged or missing. Check this and if you have been instructed on how to fit or replace these washers replace them. If the hissing continues ventilate the area possibly leaving the cellar door open then turn the gas off and ring technical services.
